We need to focus the ELN homepage on a user's ELNs. The following is proposed:

1. Default the homepage to a users ELNs by preselecting the user's username in the Authors dropdown. When selected the chip shows "You". If a user does not have any ELNs then leave blank
2. Append "(You)" to the end of the user's username in the list of Authors
3. Order the list of Authors so the user's username is at the top of the list, e.g. robertm (You)

 Initialize with You.png
 First in dropdown - You.png

PRs have been merged, this will be in 22.6.

One minor change from the suggestions outlined above:

We do not clear the author filter if the user has not authored any notebooks. Doing so poses several issues with calculating if the filter panel is in the default state, and we rely on knowing the default state for the usePreviousFilters flag. I spoke with Andrew and we decided to add a call to action to clear the filters if the user has not authored any notebooks.
