I've observed this behavior on multiple LabKey layouts, but one example I recently found is when trying to import a folder archive with 'Show advanced import options' checked:

1. Navigate to Folder Management -> Import tab
2. Select 'Local Zip Archive', choose a .zip file, and select 'Show advanced import options'
3. Submit with 'Import Folder'
4. On the next page ('Import Folder from Zip Archive') , select 'Select specific objects to import' to show the checkbox menu

Before selecting 'Select specific objects to import' , the 'Start Import' button is clickable. But once the layout expands to accommodate the checkbox menu the button is no longer clickable. Looking at it with Firefox dev tools Inspector, it looks like expanding the layout causes the button to overlap with the div element at the bottom of the page that holds the 'Powered by LabKey' link so that my click/mouseover events on that button aren't registering.

Thanks for providing the repro steps. Unfortunately, I've tested this across multiple browsers (Chrome, Firefox, and Safari) on my Mac and the Start Import button works without issue.

Can you tell me what specific build of LabKey 18.1 you're running? You can obtain the build Id number by going into the Admin Console, accessing the Module Information section and clicking the + sign next to Core to get the Build Id value.

This problem may be on an earlier build of LabKey that may have been corrected since.

Sure. I have build # 57017.17 installed on my server.

Since the 18.2 Release version of LabKey will be available sometime in mid-July, I strongly believe you will not experience this specific issue.
